The former Portugal international believes the Spurs boss can achieve great things with the increased resources available to him at the Parc de Princes.
"Today, PSG has become a very big team and Villas-Boas is able to lead big clubs," Jorge told le Parisien.
"In the end, that is the players who make the big things on the ground and Andre Villas-Boas will find them in Paris."
Jorge managed PSG, Porto and Benfica among others in an illustrious managerial career and feels, that at a young age, Villas-Boas has shown plenty of potential in the dugout.
"This is a very young coach but I see a great future for him," he continued.
"He has the qualities for that. He must have a good relationship with the players, regardless of age. In the past, we had to win something important to be on a bench. Now it's different.
"If he was given responsibility in big clubs like Porto, Chelsea or Tottenham, that is why he has qualities.
"Since he left Mourinho, he has managed a successful career. If he has good speech, players will follow. Villas-Boas is very strong."
